I myself did not misunderstand the matter. Whatever is done should not be taking away Alibaba's property. The breakup is for removing the monopoly (or attempt to gain so) as been repeated by the state "限制资本无需扩张 restrain disorderly expansion of capital". Making Alibaba a holding company instead of operating company is to restrain the owner's dominance without confiscating (which is illegal) its property. The whole "toughening" started when Alibaba and the likes (JD) began forcing sellers to only use their platforms, fighting for monopoly. Alibaba's entering loan business was an further trigger as it would lock up buyers to Alibaba, essentially create a closed economy. As an holding company Alibaba can make profit, but the operating subsidiary is much less influenced by the big share holders in the holding company, neither could the financial arm force money borrowers to buy things from the s-eCommerce arm.
Whether this move is "forced breakup" depends on how one see it. When the governmental regulator disapproved Ant and platform binding, it is up to the company to adjust in whatever format until government is satisfied.

Zelensky in recent days has asked Xi to go to Kiev which I highly doubt will happen. It seems equally unlikely for the whole thing to be negotiated and signed in Moscow or Beijing either.
Thus another country may have the honor of hosting this event. We have one past example already where it took place in Minsk but given Belarus is now a lot closer to Russia I doubt Minsk is acceptable anymore. Early in the war Ankara was used as the location and it could still be the case in the future, alternatively what if Xi suggests to everyone to do this in Paris?
