I would find it difficult to believe that China doesn’t have something up their sleeves in the event the Philippines ends up being used as US base in the near future. Given the close proximity, it would be stretched to say that China could easily wipe out those bases with hypersonic missiles they have whilst beefing up its arsenal in the mean time while the world is focused on Ukraine right. It’s not like China is absolutely hedging on the Philippines turn over to chinas side, rather just buying time for China to arm up. Does China have to telegraph its moves for the whole world to see like Russia seems to be doing in some ways. It’s true that the USA wants a fight in two years with China but by then, not only can anything happen, Chinas arsenal would have been well adjusted to meet the occasion and then some. It is a big deal that they Philippines is siding with the USA like this but then again, it’s not like those bases have been dismantled so really all that is needed is more DFs, more contingency weapons aimed at the Philippines should things go south (and so the Philippines can suffer if they really think they pull the same not engaged in conflict crap that the EU has going on with Russia) and more decoupling of China from the US to ensure that the USA cannot have its cake and eat it.It's still too early to say if the Philippines have chosen to stand against China. Waving between China and the US is typical for Southeast Asian countries. They always try to maximize the benefits for themselves. So it's not surprising to see that sometimes they cross the line. The more important thing is, how much they have gone beyond the line and whether they turn back to balance quickly.
The Scarborough Shoal/Huangyan Island reclamation project had everything prepared in 2014. The only reason why it was not carried out, is that China doesn't want to ruin its relationship with the Philippines completely for the next decades. If the situation in the future goes to a very bad end, we will see this construction.
One more thing to note, is will the USA be able to focus its full force against China in the pacific while having leaving the Atlantic open to Russia given that Russia has threatened the USA with destroyers carrying nukes in the region (and the Poseidon lurking around there too). If there is one thing I would be happy to see, is China finally putting those missiles to used in an opportune time and finally sinking the US carriers along with all those bases the USA has located around China, inflicting maximum casualties to the USA and making the world see that China isn’t going to simply grin and take it in the near future. As you can see, I have a very low level of empathy for US troops and should they all be blown to pieces in a mass, that itself means that well, they brought it upon themselves for allowing themselves to be stationed so close to China anyway just like how all those foreign troops in Ukraine right now are not so special when faced with Russian munitions. In fact the more de@d western troops there the closer to world peace we will be, I don’t think anyone can argue with that
