We got these type of shopping carts in multiple stores. You have also grocery cart release key that you can put on your keychain. It's just that hobo are steeling shopping carts and it's a way to lock them on carts holder... that's a funny way to disinform people about that usage.
It was widely used during the 90s and 00s for many stores in the US. It was abandoned due to business moving towards convenience and more friendly environment. Same thing with many banks that do away with bulletproof teller window. Back then, there is a decline in crimes and it is good for business.
However, due to rising crimes, I think businesses would start to lockup more stuffs. As for the carts, there are new smart carts that have auto-lock in place to prevent thief but those carts are expensive. I believe carts cost around $100 or less but smart carts cost around $5000 or more.
Cheap carts cost around 250$, oversize it's over 1000$. Even some carts are stolen to sell them for steel in some poor locality... We wanted to do shopping cart race competition in high school and got denied by the local shop because it was too costly to replace when broken. It was a long time ago...damn i'm old.
When you are locking these kind of assets it just say that you have economy problems.
Wholesales price of carts are under $100. Those bigger ones are in $200 to $500 range. Of course, retail price is much more costly and $250 is average price for medium cart for retail.
That's why many retail stores would not replace their carts until bulk buying from the corporate as replacing a few carts would be expensive and come out of the store budget.
