It was widely used during the 90s and 00s for many stores in the US. It was abandoned due to business moving towards convenience and more friendly environment. Same thing with many banks that do away with bulletproof teller window. Back then, there is a decline in crimes and it is good for business.
However, due to rising crimes, I think businesses would start to lockup more stuffs. As for the carts, there are new smart carts that have auto-lock in place to prevent thief but those carts are expensive. I believe carts cost around $100 or less but smart carts cost around $5000 or more.
