They pulled from search service. Other business like ads continue. Your argument of they will pull out from enterprise service is invalid.

Also if they do shut down their search engine in hong kong then technically they complied the request. We would be in agreement. :p

You still don’t get it. Chinese companies aren’t paying Google China for the ads, they are likely paying Google USA, Google UK, Google Ireland, etc. Whether Google has a present in China or not is irrelevant.
