It's just projection, what they mean is that they want to start ww3 with russia & china earlier than their planned timeline.
China should need to increase their nuclear capacity, nuclear deterant is not enough, because America would drop all the bombs before you can even fully counter them, American wants to win nuclear war which means you need as much or near to America to stop them or do MAD.
This is the mistake people make about American murder rates. It’s not necessarily gun control, it’s this kind of near instinctual fear that everyone is out to get you.

Please don’t waste too much time and effort on this Russian nuclear threat red herring. This is classic western ruling class sheeple management technique from the western establishment to score imaginary points when they are struggling for actual wins in the face of growing domestic disquiet and/or looming elections where they are doing badly in the poles.
They hype up or make up some absurd claim, ‘Putin is so crazy he is going to use nukes!!!’, and then when the ridiculous scenario doesn’t transpire, they get to come out and claim credit for ‘saving the world’ because they were able to ‘effectively deter Putin’, so obviously they are doing a good job so domestic critics need to fuck off and die, painfully.
This is beyond hilarious.
