What happened to EU unity and solidarity that those folks love to virtue signal all the darn time? Empty platitudes can't and will never replace economic realities on the ground. Ideological straight jacket can't escape from the pitch forks of the masses once they're hit with critical needs to survive.
That five year plan includes a lot of renovation and building roads for commonly used paths, so not really different in terms of maintenance. 8000 pieces of machinery is not big for large-scale roadworks, especjally considering that they don't specify said machinery.
