I heard some analyst say the next China will be China. As in once rural china gets developed the villagers it will decentralise economic activities.
From anecdotal observation i do think if you keep enough people in the rural area and develop those areas, it might help increase the amount of new babies being born. At least if i look at my rural and urban friend groups, most rural friends are having their first, second or even third child, while I and my urban friends just got to a stage of life where we might actually think about settling down and maybe start a family.. That's here in the Netherlands one of the more developed nations in Europe.

Not a lot else to do in rural areas.. also all the usual pressures against having a family, such as cost of living and housing prices, aren't present in rural areas, so they ought to have higher birth rates. As long as rural development can overcome the lack of job opportunities, it is a good model to push forward. That's one of reasons I think encouraging people to leave the T1/T2 cities is a good policy.
