I was thinking two options, either
  1. the American bunch are expendables (fools set up by the CIA which tested Venezuela readiness), or
  2. the American bunch are CIA who now are playing fools (for instance intentionally had their own passports on them so that they could play fools if caught -- oops, that's what actually happened)
no margaritas for some time anyway

You left out Option three outside partys.
Despite how it may seem; It has happened before. A non governmental affiliated group attempts to engage in covert action on their own initiative. Example James Gordon “Bo” Gritz former US Army officer (Vietnam), Special Forces (another Green Beret), “Survivalist”, mediator at Ruby Ridge, Author, Conspiracy Theorist and several times would be third party (Populist) Presidental candidate inspiration for Murdock on the A-Team.
In the 1980s Gritz attempted rescue of Vietnam POWs on his own with a private band of his own. This comes close to your @Jura #1 but Gritz was turned down again and again. He did it of his own choice not set up by the CIA and failed to find anything.

Option Four, other national intelligence agencies.
The CIA isn’t the only game in town, in this case the Columbian NID. A lot of defectors from the Venezuelan military ran to Columbia and Set up camps as well as their own armies to try and take out the Bolivars. Columbia and Venezuelan relations are not exactly buddy buddy. Venezuela backed FARC and Columbia backs these groups.

That’s basically the description of every revolution in history isn’t it? I mean that’s how Castro started, Mao, and more. The question is did they have ties to the US government or were they hired guns who watched The Wild Geese a few to many times.
I want more info is what I am saying. Meduro isn’t exactly on a strong footing and like many despots he needs enemies in every shadow to keep his power base. Trumping up charges on a couple of Americans in the wrong place and wrong time isn’t above such. I get some want it to be true sounds romantic a bit James Bond ish but do we have proof or just pronouncements?

Meanwhile Juan Gaido is the chosen revolutionary regime changing prince by the people of Venezuela? What about the revolution of Jefferson Davis and the Confederacy has ties to the UK or Europe back than?

CIA/other US sponsorship and additional sponsorship by non-US parties aren't mutually exclusive especially as their agendas converge.
 
Another Option: Just one more plot to install another bastardize democracy. No different than HK.
