The NZ government has very clearly named this a terrorist attack.

I believe the attacker has been reported as saying he was carrying out a terror attack/it was an act of terrorism. A possible lack of clarity on this is because news outlets are trying not to report on his statement because (one assumes) it's so horrible - which makes it difficult to confirm his own views.
