Overcomplicating the issue and talking too much. Simply put, outdone by China economically, technologically and militarily in Asia, the last thing that the US has that China hasn't overtaken yet is force projection outside of Asia. So that is the final weapon it can still swing around in its last tantrum before America is fully eclipsed by China.
US also has the ability to create chaos and regime change in many countries without firing a shot. It's systems are deeply embedded in much of the world through CIA, "NGO's" and "charity" organizations. Pretty much anywhere on the globe where democracy exists, exists an interference platform for US.

Main roads have become bottleneck points simply because there are now too many cars.

Well we know the answer to that, at the cost of lots of old 152mm shells. Imagine you're one of those people tasked with looking after one of those ammo stockpile left over from days of Kim Il Sung and Kim Jong Il wondering if it was all pointless waste. Then one day starting about 2 years ago the stockpile begins to be moved out by the trainload and you see oil and fertilizer flooding in, new buildings springing up everywhere and people start buying up enough private cars that traffic jam is becoming part of life. That's going to be quite the vindication.
