No, it is guarded by Japanese police (outer perimeter) and private security company (inside and security check). Chinese embassy is guarded by PAP only if the country is deemed as "unsafe" by the Ministry of Foreign Affairs such as Iraq, Somalia.
I believe military attaché is questioning him now.

Mainichi reported the perpetrator is a second lieutenant which means he is an officer.

Japan plans to downgrade Sino-Japanese relations from one of its most important bilateral relationships. What is China’s comment on this?

According to CCTV News, on March 24, Foreign Ministry Spokesperson Lin Jian presided over a regular press conference. A reporter asked: “Media reports indicate that Japan is drafting a foreign policy white paper in which it plans to downgrade China-Japan relations from one of its most important bilateral relationships. What is China’s comment on this?”
Lin Jian stated that the root cause of the current state of China-Japan relations lies in Japanese Prime Minister Sanae Takaichi’s erroneous remarks on Taiwan, which have aroused public outrage among the Chinese people and crossed the red line of the post-war international order. If Japan is sincere about improving and developing China-Japan relations, it should strictly abide by the four political documents between China and Japan and the commitments it has made, withdraw its erroneous remarks on Taiwan as soon as possible, seriously reflect on and correct its mistakes, and take concrete actions to safeguard the political foundation of China-Japan relations.

I wonder if he was screaming "BANZAI!" while wearing a Japanese rising sun head band. As their national self esteem worsens due to worsening material condition, we'll see more of the psychotic fanatical true nature of the island dwellers manifest itself. Their veneer of being a civilized race is going to crack much sooner than you think. Watch and see.
