How do you use overhead satellites to track faces, do the people bring tracked look up to the sky regularly? It ain't CSI - Tehran which one can rotate, pan, and tilt the footage and zoom in to enhance the resolution at will. Or perhaps they can zoom in to the reflection of someone wearing sunglasses looking up to the sky while reflecting the target's face...

That's it by embargo a country? What if the country has a very low business relationship with China or what if other countries will pick up the slack?

At this day and age, cutting off trade with a specific country, that country cannot collapse economically included Philippine or Japan. Other countries will fill that economic void.

There is nothing else to do. Beef up defense and intelligence and sack some folks. The smartest thing would be to take this as a lesson in failure, improve and move on.
