It is a new law that new buildings must have underground shelter for 10% of the area of the surface building. The income of underground parking or mall should used to maintain related equipment.

If the Unthinkable happens and I hope China wins...I personally will be spending some Armageddon time in a huge Chinese bunker mall with a good food court and all the Labubus I can hold in my arms-good going China.
