Also, completely cutting off RE now would have a similar effect as America embargoing oil to the Japanese during WWII. The impact on their entire industry, economy and military would be so profound that you would basically end up forcing them to go to war for that resource ASAP before their dwindling stocks runs out.

All of the RE refining capacity resides inside China.
If the US goes to war with China, that doesn't help them get RE.

Europe prohibits Chinese medical device companies from participating in public procurement tenders, so China imposes reciprocal sanctions on European medical devices.It is obvious that Europe is still thinking about jointly suppressing China.

1) Trump will continue doing his best to contain China.
2) China has too few bases around the world, which significantly limits its global influence. Meanwhile, building more bases during peacetime is too sensitive, and can't be accomplished in a short time.
3) Like US, China's economy is also problematic. CNY is also not ready to become a global reserve currency. Gigantic paradigm reforms are needed in China's economy.
4) China's current 2035 vision doesn't tell too much about its global interference. Which means its leaders are still not ready to do too much abroad.

I've always found it helpful to look at the author's name and institutional affiliation before I read an article. This background often tells you all you need to know. In this example, we have
Jo Inge Bekkevold, a senior China fellow at the Norwegian Institute for Defence Studies.
Someone from a country whose entire "defence studies" can be summarized as clutching onto mommy's skirt. This is not someone who understands the nature of power, to put it mildly.

Why the hell would China want to rule the world in a hegemonic manner I mean look at the fat lot of good it did the USA with poverty exploding rapidly while the government pumps all of its resources in endless failed ventures that do not make up for all the capital resources and man powered lost due to stupidity that has not been corrected since WW2. Please cease quoting from sources from the foreign policy website, it’s an obvious bullshitting think tank that speculates on endless pretend scenarios that distract from the real issues at hand while contributing nothing but endless fear mongering. All it does is make others more stupid for reading it

These kinds of articles miss the point entirely. China is already a superpower about equal in strength to the United States. Sure, its military doesn't have the same global reach, and its diplomatic structure is very different. But China is also trying to achieve very different goals, so looking at it from a purely American lens is never going to be very productive. Foreign Policy is often an interesting read, but their articles on Chinese topics has never been more than surface level.

We can also tackle the main points one by one:
1. The American attempt to contain China has not only not worked, but it has backfired pretty spectacularly. This containment policy was started under Obama's Pivot to Asia and it was probably the last chance for any success. Right, China's global position is more secure than ever, and it's the West that is suffering the most from being cut off from critical materials.
2. China doesn't have military bases around the world because it doesn't want to have military bases around the world. If you can't understand that China is looking to build a very different kind of global order than the US has then it's impossible to say anything useful about China.
3. China isn't primarily an export economy any more, but it still maintains the largest trade surplus any country has ever achieved. As such, the yuan isn't positioned to be a global reserve currency. This is some pretty basic economics knowledge so it's a major mistake to include it in the article.
4. This one is weird because the article is saying that China influence worldwide, but it's not going to be successful because the author can't figure out what the world they're trying to build is supposed to look like.
