They've been talking about rare earth for 15 years, at some point you just have to re-evaluate the assumption that China's RE industry is even replicable elsewhere, the modern 21st century world as we know it has never existed without Chinese industry after all.
It's not exactly hard for foreign companies to gain approval though, they just need to prove to China there is no way those magnets and materials can end up in sanctioned and/or hostile entities such as US military which by extension means all western military. Permanent Chinese government compliance office staffed with inspectors, with oversight and veto power over all activity at western firms should be sufficient.
As for Trump, it would be better if he look at it with all his eyes, this is a great opportunity for America to learn who is their maker.
