They can't actually enforce this, but they can certainly piss everyone off such that everyone actually starts boycotting Israel.
At this point, it seems very much like all the tariffs are primarily intended act as cover for widespread removal of rights and freedoms and institutional norms domestically. The main goal is to increase control over a population that the political class feels is a growing liability. Nothing to do with any so called rejuvenation of American manufacturing or anything like that.

I was watching Meet the Press and the host was interviewing Trump and there was a pointless back and forth on whether China was or was not contacting the US to have a meeting. Trump was spinning how China being open to talks was them yielding to him. That's what wrong with China is while trying to act civilized by putting out a statement that they were open to talks... again but still demanding Trump drop the tariffs beforehand, Trump is spinning that's he's winning while China is bowing down recognizing China is in a weaker position. Now Trump is saying he's not dropping the tariffs at all. China putting out a statement that they're still open to talks while still demanding all tariffs must be dropped only gave Trump an opportunity to spin it. What was the point when Trump is now even more stubborn? If China doesn't really care, that's great but China made an unforced error giving Trump an opportunity to make him spin to be stronger.
The Chinese should've learned when they were ghosting Biden when he was President, that's when you see them squirm uncomfortably because they're use to the world sucking up to them making them feel strong. They don't like it when people act like Americans don't count. In general people understand how others react by how they'll act if they were under the same situation. Americans will do to others what they never want being done to them. That's how you understand how Americans think in order to use it against them. The US under Biden wanted the world to act like China didn't exist and move on leaving China behind to be forgotten. So of course when China ghosted the US, they didn't like it when they were the girl waiting by the phone for the boy to call.
