He is BUT he urge restrain, look its part of his strategy, he want to protect his legacy, he cannot violate the constitution by instigating an armed revolt that will tarnish his image and nationalist principle. If he died in the Haque, in a foreign land under foreign custody what will the Filipinos do? remember as a third world country we're very emotional and things may turn violent, so the political elite and the oligarchs will have to turn to Sarah Duterte to save them by supporting and financing a coup against Marcos. That's what happen during the 1986 EDSA Revolution, it was a revolt among the oligarchs and their cronies as they fight each other to survive.
