Biden is a weak leader that has no backbone. Just look at the Trump trade sanctions to give you an idea that he doesn't have any courage to go against the tide. Biden has promised to lift the trade sanctions many times and most of his administration does agree the sanctions don't do much. Instead of lifting the trade sanctions, Biden doubles down and put more sanctions and restrictions. As long as Biden administration perceives being tough on China would give him more short term popular support, Biden could continue go down that path as people such as Sullivan can easily sway him.
