Not only is she canonically not Rika (nor a version/incarnation/descendant/manifestation of her), but this is doubly silly because she happens to be a creation of a
no Naku Koro ni character who
actually is Furude Rika from Higurashi, no matter how many lorelets screech to the contrary.

Chapter 1 - The Truth in the Falsehood
Let's start with the middleman between Furudo Erika (<3) and Rika Furude: Frederica Bernkastel.
After enduring one too many fragments, Rika's soul was cleaved in two, and the witch "
Frederica Bernkastel" was created. She is the manifestation/crystallization of all the despair, hopelessness, and apathy felt by Rika after every loop, in every fragment, at every dead end. Essentially, she is the culmination of all 110 years of Rika's soul being mercillessly forced to hop from dead-end fragment to dead-end fragment in pursuit of a Miracle.
Her direct connection was explicitly stated by Rika in Episode 3 of the
Dice Killing arc (
Saikoroshi-hen) of the Anime - wherein she finds herself in an unfamiliar fragment not compatible with her own, requiring her to navigate back to her native game board (with the aid of powerful mythological weapons such as
