Ottoman empire collected Jews from Europe and settled them in there main cities and when you mix those Jews with already present in Azerbaijan you get Israel. Israel sustainment and expansion could not happened without those people.

- There is no evidence of the original "Israelites" ever leaving the region. Instead there is evidence of them staying and converting to first Christianity and then Islam.
- No evidence of most Biblical claims.
- No evidence of a "diaspora".
- An ancient Israel did not really exist in history.
and this Jewish run Ottoman Turks always had clashes with Russians who kept Jews outside. It just they got lucky Azerbaijan was earliest oil discovery in Russian empire.
The orientalist Bernard Lewis says in his book “Istanbul and the Civilization of the Islamic Caliphate”: “The number of Jews in Istanbul increased especially since the end of the 15th century, as many of them came from Spain, Portugal and other European countries, seeking a place of refuge from the persecution of Christians against them, under the tolerant rule of the Ottoman sultans.
This happened during the reign of Sultan Bayezid II, who issued orders to the governors of the Ottoman Empire’s provinces not to reject the Jews or put obstacles in their way, so they flocked to the lands of the Ottoman Empire and settled in many major cities such as Istanbul, Edirne, Izmir, and Thessaloniki
In addition, by virtue of this tolerance, the Jews became involved in Ottoman society in all aspects of life economic, political, cultural and social, and held the highest positions and ranks, and among them were doctors, merchants and writers.
The current president of Azerbaijan often mentions his “Jewish teachers” as a very important influence on his education.
In 1948, the year of the establishment of the State of Israel, and after the 1967 war, strong ties with Zionism developed among the Jewish population of the Caucasus, which prompted the majority of this community to move to Israel, where they still live.
According to some historians, 2,500 years ago, Azerbaijan was home to a large Jewish community. There are Ashkenazi and Sephardic synagogues in the cities and mountains. In this country, there has historically been no interreligious problem.
