They're hiding behind other people using them as human shields from a little barking dog. Why is a big American male afraid of a little tiny dog? If a little dog isn't turning tail, it means it's not intimidated. The little dog is willing to risk injury to attack them. Them acting like a big tough guy doesn't intimidate the dog.
