Not necessarily. Could also be an internal job from "friendly" forces. We don't know what kind of games are played in closed circles. A myriad of internal reasons could cause this, the most notable being plotting against the status quo of power. Raisi has enemies inside Iran, the most prominent among them the preceding president of Iran Hassan Rouhani.
