Priority my foot. They left Afghanistan to the wilderness after the Soviets tucked turn and left that country having been beaten by the combined efforts of U.S. Pakistan, China, Arab and non jihadists and most prominently by the so-called MUJAHIDEEN fighters of Afghanistan.
Arab countries like Iraq, Jordan, Saudi Arabia among few examples are ARTIFICIALLY created nations helped established and propped up by then SUPERPOWER U.K. and her EUROPEAN ALLIES after the COLLAPSE and destruction of then OTTOMAN EMPIRE. Which is why Jordan hosts U.S. military bases and is helping the current situation in the middle east on behalf of the west against Palestine. Which also helps to explain why much of these so-called ARAB elites are virtually an AMERICAN/WESTERN puppets since they depend much of their existence and security protection from AMERICA/WEST.
I don't know of anything substantial in technology, science, and math where any Arab nations have contributed greatly in this century or 20th century. These Arabs can't even agree amongst themselves nor exert any meaningful influence that has any measurement of impact from the conflict in Yemen, Bahrain, Libya, Syria, Lebanon, let alone the foremost issue in the middle east which is the Israeli-Palestine massacre.
Arab countries have weak or next to nothing military. When they do, they're useless and bereft of any fighting expertise. They are known as cannon fodders for Israeli beat downs. I don't know why you keep barking up these mythical Arab power or as you say, soft power they have over the world. When you say soft power as in their power is as soft as disposal tissue then sure: They're good for cleaning up one's bottom, and just as disposable once used.
You should research a bit more. Soviets Withdrew under an accord. and the government left behind even stayed past Soviet collapse.
Arabs were engaged (look at various accords) after and it is this Shoigu that was dealing with aftermath and Russia still has alot of Soft Power remaining there. Just the recent plane crash it is these Afghan rescued in Snowy mountain peak and they have role in many other things.
Saudi King united various tribes. you cannot expect much population in desert in those times. it was never a colony.

why would they develop technology when they have the Soft Power to do things. It was American president that gave them a Passenger Plane and from that day onwards the policies have deep Saudi input. its only when they elect that Obama when things went south. Try understand Soft Power and Hard Power. Science and Technology is hard power.
