You'd have to question why would he say that publicly? I'm sure the CIA is trying but history shows the limits. The only thing the CIA and Western intelligence are good at is electronic surveillance. Why do you think the US was complaining that China was scrutinizing Western firms in China that collect data? They spun it as China creating a bad environment for Western companies doing businesses in China. No, it's because it was a big source of where they get their information on China. They don't have a bunch of James Bonds out there like they want everyone to believe. They're the ones whining about China's technical progress. Their spies weren't able to sabotage it? Western intelligence has a culture of racism because they can't trust anyone who isn't a white patriot. Do they think their white James Bonds can walk around China going anywhere they want like Clark Kent putting on glasses and no one knows he's Superman? Any person to person intelligence are people they're paying not because of any devote allegiances meaning those people are untrustworthy because they're motivated by money. I remember reading somewhere US spies are easy to spot in China because they're white dressed up like stereotypical tourists being in places where a tourist wouldn't be.
Back in the 90s the US got intelligence that China was shipping to Iran equipment to produce chemical weapons. The US Navy intercepted the ship in the India Ocean and boarded it. What did they find? Farming tools. It was such an embarrassment and they had to save face that the US blamed it on China intentionally passing false intelligence to them. Does anyone think that's professional or are they just whiny bitches?
Who's intelligence services are more powerful when all they do is complain about Chinese spying on them everywhere? China can apparently get anything they want out of the US. Their spies were already discovered and executed by China that they saw it more important to play victim in public. Or how about how they tell everyone going to China not to bring their own smart phone because China can passively steal everything in it. They're the ones paranoid over China. You're only paranoid when you think someone else has power over you that you can do nothing about.
The US intelligence services have a history of blocking anyone being a spy for them because of possible vulnerabilities that can be used to turn them against the US like not being white or being gay. Americans like to believe their men can turn women in adversarial countries against own through romance. What happened to the stereotype that Chinese are sexists so how will they be to romance Chinese women in important positions to be traitors in the first place when there are none? The fact is it's Western men that fall into honey traps and are more likely to be turned into traitors to their own countries not the other way around. So busy blocking anyone else from being a spy for them when they don't stop straight white men who are more likely to be turned.

Were there any amount of functioning American intelligence on China, they would not say anything because it is way more powerful when they know something and China doesn't know that they know.
It can be reasonably speculated that US mostly didn't recover from China cracking America's electronic presence during the 2010 era.
Innovativeness is something in short supply among the west nowadays. Not easy to spy on people who are better educated, more socially aware and more inventive than you.

It is early to comment on that. If he is being investigated because of a mistake of him, then it is a good thing. Accountability is very important.
Being investigated is obviously good because it means government is cautious. It does however imply potential underlying problems previously unknown.
