1. They are importing and using fuel oil, a refined product which they are getting at a discount. It’s used for power generation in Saudi.
2. As their fuel oil needs are being met via these Russian imports, for cheap, they idle their own fuel oil refining capacity.
3. As they need to use less of their own crude in their fuel oil refineries, they can sell more on the international market, at high prices.
