Houston knew it was at risk of flooding. Why didn't the city evacuate?

I knew it'd be bad (EDIT of course didn't post) on Saturday, after the hurricane missed Houston, when I saw a TV report already showing high levels in some bayou :-(
I guess the Mayor didn't want another Hurricane Rita evacuation disaster. More people died from that evacuation than the storm itself. I remember it that time as well. It took me 18 hours to drive from Houston to Dallas when it the average time would be 4 hours.

earlier today I noticed in Dreadnoughts group in Facebook somebody asked about the status of the battleship Texas (BB-35), monument now (I know you bro know), and the answer, apparently by a local, was like the ship is OK, Houston is screwed :-(

Battle ship USS Texas is okay, but the major rain has stopped and we are still flooded from the previous 3 days of rains though.
