This should not be surprising. This is how Republicans have been thinking as far as I can remember. The main lot of them have not evolved through time. They still think like a naive child. That's why Trump was elected because he thinks the world operates just like how they see it. Why does Trump want to go back to the US having WWII style battleships despite how they're basically obsolete in modern warfare? Because he just likes big guns that make big booms. The range of those big guns are out-matched by the range of today's missiles. That's why they're not needed today. Which brings up why they think China has no military experience and couldn't fight a war. Well they have no experience in fighting today's war since they haven't fought a peer rival since WWII where they didn't have guided missiles that can strike beyond visual range. A ground war today is not the same as in WWII. The US relies on standoff weapons in order to keep their ground soldiers from having to fight. Most of the US's casualties occur when they're closer to the enemy. Top Gun was supposedly created because US pilots lost their way in dogfighting and relied too much on missiles. Then why the need for stealth fighters? They rely on missiles to kill the enemy out of nowhere from beyond visual range which enhances survivability and winning. It's when they get into dogfighting where it increases the likelihood of being hit because the enemy can see them. That's why when China came out with 6th generation fighters first, that's when you saw some educated Republicans especially from the military say they're not looking for a war with China something they didn't say before. Why? Because they realized it's no longer the same as before and if they act on bravado, they might trip themselves into a grave and arrogant mistake. The same assumptions they made about Iran are in play now and why the US miscalculated.
That's how China should be responding to the Alex Karps of the world today whose arrogance goes unchecked. Chinese claim they don't want war but saying nothing doing nothing just lets the enemy think they can do anything they want without hesitation. Let the barbarians get to the gate after they already caused so much damage and only then you'll put up a fight? That doesn't sound like a great strategy for those that supposedly want to think like Sun Tzu. One has to make Republicans think they're going lose before they even think of getting into a war. That's how you stop them. Even Trump's strategy on China has changed because he knows now China can equivalently strike back hard if he tried anything unlike before where he thought he could use the idea of US omnipotence to get what he wants.
Before the Wen Ho Lee scandal, most Americans didn't think China had any nuclear weapons. They were charging that if China ever got nukes, they would be using them left and right from the start. Reality proved them wrong since China has had nukes since 1964 and the US is still the only country in the world to use nukes as soon as they got them against another country that didn't have them. Everything they accuse China of doing, they were already doing first. They were the first to brag that the US can spy on Xi Jinping because his wife was seen carrying an iPhone. US tech companies were the OG of the business model of stealing data from their customers to exploit who were using their devices. They declared that anyone who engaged in cyber attacks on the US was committing an act of war... while they were infecting Iranian computers with Stuxnet. And the reason why they continue to act arrogantly is because no one confronts them with the truth that they are the evil that has already acted on what they describe of what everyone else is going to do and why the world should stop them.

Yes the new talking point of the West where they're claiming China is hoarding its technology for itself where they want to lie to the world like China is suppose to give away when they don't do that. Yeah there was no sympathy for the West like Europeans demanding China hand over its EV technology to them so now they're trying to paint the global south as being the primary victims.
In the case of India, they unironically don't deserve anything. They keep talking about how they are a supapowa who will replace China. So since they are so strong, China doesn't need to make them worse with it's crappy tech.
