Missile production may be shutting down but it doesn't tell us how much they've already stockpiled for themselves only. For example, in the late 1960's, US had peaked at ~32,000 nuclear warheads - doesn't that imply that they also had a similar (or even half the) number of missiles, assuming maybe half would be delivered as dumb bombs? They could be in possession of significant quantities of older generation weapons.
