there is absolutely nothing preventing each country from creating their own regulatory architecture just as no joint (in quotes because it will always inherently be a breach of sovereignty and therefore just another mode of attack) protocol would actually prevent the employment of weaponized ai against each other.
this article seems like it would appeal to the typical western liberal arts grad who sees the world through capeshit rules, is apprehensive of chinese dominance, and it capitalizes on the hope that collaborative relationship would afford them the means to regain the legacy sino-american relationship: that even in the case that the us doesn't do any of the work, that they get a say in how things are done.

This person used to write about Arabs and Israelis for long time since Gulf Royals have become too wealthy/Sophisticated (practically bought best human capital of AI) and Israel has become technically advanced they hardly pay attention to his opinion. and certainly he cannot talk about cooperation with Russia that will be too embarrassing for a western liberal.

Israel has GaN high altitude AWACS with coverage extending all the way to Iran. there are much advance radars in Israel possession on ground and Iran certainly not have air force that give it real time coverage from side looking airborne radars like those in Su-34M or increasingly from Su-57.
Closest Iran border is 900km from Israel. Assuming unlimited radar power, Israeli AWACS must be +200,000 feet (+60km) up in the air to detect (not track) surface objects, i.e. impossible. If the AWACS flies at it's currently known max alt of 33,000 feet, it can detect a target 900km away if the target is 76,000 feet high; also impossible since Iran doesn't have such high alt aircraft.

It’s actually quite interesting if you look in the comments of that video that it’s clear the Reddit bots have had a software update so they are now emphasising the civilian nature of these lasers and going out of their way providing China with plausible deniability about how these lasers might have ended up in Russia to not have to accept the obvious fact that these lasers can be seen as the first example of lethal aid China has provided to Russia.
How could a defensive system that only intercepts drones be considered lethal? I guess in theory you could use the laser on humans, but that would be equivalent to claiming a truck is lethal since it can be used to run over people.

Not arguing about whether a radar set can possibly have the raw signal strength to provide tracking data across 900km.

Your argument is instead one of data sets. ie. What can be detected at 900km.
I agree that the simple concept of radar horizon puts Air-to-Ground out of the picture and limits air-to-air range scenarios against aircrafts. But ballistic missiles ...

The fact that insurance premiums are increasing despite declining quality of care is actually a testament to the unimaginable affluence of the average American consumer, whom are swimming in so much affluence despite living paycheck to paycheck (which is actually a sign of extreme financial stability and confidence) that they are demanding to be able to pay more for health insurance not because they actually need better healthcare, but as an sink for dumping excess affluence which will supercharge the US economy into a period of unparalleled growth and affluence.
