Better than being homeless.
My grandparents had houses that the Chinese government helped partially pay for because they were both farmers. We wouldn't let our grandparents live in a place like that no matter what.

I also find it odd, but some people think it's better than having them live in another town or down the same street.
The first point is that people can't afford to pay for it, and the second point is that maybe the elderly have special situations that need to be taken care of, but the presence of a newborn in the house makes there is no place for the elderly.
