One cannot assign the credit for this "victory" to a single party here. I think the most Xi could do would have been to look at the influx of users towards rednote and gave the go-ahead (probably at the behest of the propaganda department as well as grey cardinal Wang Huning). What Xi could not control is the US shutting down TT, as well as TT users moving to rednote. I think credit goes to them for seizing the opportunity and opening the floodgate, but this whole thing remains an outcome of more tectonic shifts at work.

DJI never legally had to do geofencing... they did self enforcement to try and appease US... the signal sent is that if US bans DJI, DJI will unlock all the drones on the way out...
Not just geofence but potentially altitude restriction, cut the ADS-B, disable the RemoteID etc etc
Its deterrence against a ban, because it alters the risk calculus... The US gov does not want the situation of a bunch of rooted unlocked drones that can fly anywhere and cannot be traced

In order to maximize the dramatic effect of the pending Trump executive order on TT, it would better be (1) TT going dark under Biden signed Congress passed law; (2) people sad and anxious; (3) Trump promised there would be no liability for TT to come back online before his actual signing of the executive order; (4) Chew at TT flipped power switch on those fantastic American designed and Chinese made servers; (5) TT going forward better be known as MAGA TT or TT 2.0; (6) everyone wins except the outgoing admin.
