I truly feel like the reasons for which China does not respond forcefully to India are:
1. China doesn't feel that India's current power is a threat and that this issue could be resolved at any time with military power at China's convenience if necessary, no matter how far India had advanced.
2. More importantly, now is not a convenient time. If China pulls its resources to face India, the US under Trump might take the opportunity to attack North Korea and make massive gains before China can react to stop it. US gains in North Korea will be very very difficult to reverse, so the game is to advance in North Korea immediately and as far as possible to secure territory if shit hits the fan so the US never gains (much). Time would be of the essence so those troops must be close and ready while tensions are high, and not the length of the country away.
The reasons for which China is holding back are NOT:
1. Someone might help India fight.
2. India's such a power with its "nukes." LOL
