The low thrust of the jet exhaust is because jet engines do not perform efficiently at low speed and low altitude.

Not due to low efficiency, it is a desirable choice of extracting more power from the shaft and reduce the thrust to as low as possible because the purpose of these engines is to drive propeller. Preferablly one would want zero thrust from the exhaust.
