Advanced, as in 1990. And also, Japan only ever managed to produce hardware, the software situation in Japan is always abhorrent to the point where software engineers have similar capabilities with India.
Actually people that work in software development in Japan are mostly Chinese.

It is just that they just produce their high end chips at TSMC or Samsung like everyone else.
I do wonder about these sorts of claims considering how good they used to be at making game software.
They always have excellent game designers but the software is always subpar. Japanese games are usually lacking in visual performances and still gets laggy for some unknown reason. More often than not they are also overpriced. But as a good game designer will tell you, the importance of software capabilities is much less than simply making the game fun to play with.
Consoles have weaker hardware than gaming PCs. As for PC ports, consumer PCs aren't that widely used in Japan. And when they are people rent them in PC cafes.
my experience with nikon and wacom software have been less than stellar so yeah idk man i do agree theres something a little off about the japanese software ive come in contact with. oh yeah, my brother printer is also running on something wonk.
