?????? I understand every missile fell into the sea. As it was intended to do.

...or flied over Japanese Archipelago to land into Pacific Ocean...

Anyway - US decided to deploy two more AEGIS equipped destroyers to Japan by 2017 which will make 7 of such ships deployed to Japan.

Missiles don't hurt an EEZ. An the matter of missiles and satellites flying over countries was sufficiently discussed in 1957.
But I just saw an article in The New York Times that described Japanese officials as "skittish", because they are afraid that US won't help defend Japan because of what they perceive as US weakness wrt the Crimea. So that might explain those 2 destroyer.

They can fly those on their own soil.

That defeats the purpose of putting fuel inside the rockets. If they don't let the missiles fly to the maximum range they're designed for, it wouldn't be a test, would it? And yes, they do have to fly them over Japan because that's the direction of the Pacific Ocean.

but in the process they place Japan at risk, If the missile malfunctions it could land in a populated area. The North Koreans know this and so do the Japanese. hence before every announced long range missile launch. the Japanese PM does the same thing and orders the missile batteries ready.
Remember North Korea has no issues with taking Innocent lives, They have employed terrorist attacks, Kidnappings, attacks on troops manning the DMZ, Attacks on naval shipping, and Shelling of populated areas.

Glad to know that the Secretary of Defense Chuck recently reiterated the US Defense commitment to Japan --- The Japanese are reassured, but they still believe they must contribute to the defense of the region against any aggressor, now clearly identified as the hermit kingdom of North Korea.

Returning satellites sometimes do damage. We have scores of years experience with this matter.

If a North Korean missile meant to fly over Japan were to malfunction and risk landing on Japan no doubt a safety officer would blow up the missile in good time if not to save Japanese lives at least to prevent the wreckage falling into Japanese and US hands.

Other states are as callous. Think about the states sponsoring terrorists in Syria as just one example.

That Delft is assuming three things, One the North Koreans could self destruct there missile systems.
these are not American or Russian or European or Even Chinese missiles. Its highly possible that the missile is incapable of being fail safed. Remember in order to engage a safety system on any weapon contact has to be made. The North Koreans lack permanent Satellites, there missile is flying beyond there boarders the North Korean Navy is highly limited in operational capacity consisting mostly of brown water and migit subs. This means that the very ability to track and receive telemetry is questionable. Line of sight radio Delft. Beyond a few miles you need repeaters the North Koreans lack those. And every previous North Korean test missile was recovered by the Japanese or US or even South Koreans.
Two that the North Koreans would fail safe. They have shown little interest in human life, have launched these tests despite protests from the US, SK, Japan and PRC. And have intentional fired artillery shells at populations and outside of her designated boarders before and quite often.
three That the test is cover for another agenda. We all know the distain better China and Japan but its nothing compared to the pure undefined hatred of North Korea against Japan. North Korean movies and television is limited and strictly controlled usual consisting of movies about the Dear Leader, The great Leader and the Divine Leader but there is one exception movies against Japan. North Korea turns anti Japanese sentiments into a virtual religion. If a North Korean missile were to "Accidently" go off course and hit a population of Japanese, its likely they would consider it retribution for past crimes.

No Delft this is a Rouge Regime and although, you may think any counter steps by the Japanese is paranoia or Militancy. I assure you that with the unpredictable nature of NK, and with the Pacific rim's current tensions as well as the news cycle pointed to Europe the situation is ripe for a North Korea provocation. All the signs are there including the addition of now three north Korean drones.

On top of the possibility of accidental loss of the vehicle...as you imply, there is also the risk of provocation or a surprise attack.

There is no real way for Japan to know if the "test" ballistic missile is carrying a warhead or not...and yet it flies right over their homeland.

Perhaps not a likely scenario...but surprise attacks are never considered likely...that's why they are surprises.

What advantage would a "surprise attack " offer?
If you assume that a country, any country, acts unreasonably you are probably mistaken.
