This action should have been taken years early, and I have highly doubt what domestic supplier can present a cost-effectiveness and reasonable useful AA drone system.
That money is probably not going to domestic suppliers. That will create domestic jobs and of course they don't want that. That will make daddy Trump angry. Instead is probably going to grift stooges in the US that are going to sell them overpriced stuff.
The purpose presented to congress was somewhat limited to Anti-amphibious operations, for this particular "多目的誘導弾システム（改）", which is tagged as "発射装置" or Launch vehicle.
Those vehicles seems to be severely vulnerable to suicide drone swarms themselves or even missile attacks. Looks like is make to operate close to shore in open fields which is no ideal.

Yes, that is the reason JSDF are desperate to find a contractor that produce advanced anti drone solutions in this July.
tbf it is an inevitable step, but at what cost? both budget, technical problem, anti-jamming is well enough for these domestic contractors.
I would say we won't see a prototype before the end of 2028.
When a government use the word "speed" is probably an excuse to not do public biddings. You are not going to see a dime from that procurement.
