Figure (b) is the flanker design, the bulge on the top side houses the actuator.
Figure (a) puts the house of actuator on the underside of the tail plane, therefor there is a ridge on the inside edge of the tail plane. You can see it on 31001

I think the reason of the change isn't about which actuation mechanism is better. They are the same. the reason of change is more likely to increase the room to the tail boom to house some sensors as @latenlazy has suggested here #2,096
The new tail boom is visibly larger all the way to the end. There is a dark spot on the top side, could be a sensor window. J-20 does that.

I don't think navy will procure alot and there is virtually zero export prospect for naval variant.
That will means cost per unit will be exorbitant unless air force also buy or they can find export customers.
Problem is does PLAAF have a need? Unless it a multi role fighter that can complement existing jets.

I wonder if they'll downgrade the stealth on export versions or just trust allies not to expose it like the US does with the F35
I also wonder how different PLANAF and PLAAF versions are, whether they're the same except with addition of tail hook/strengthened landing gear/folding wings or different in dimensions as well.
