This means WS-19's development time may be less than WS-15 and could even be considerably less who knows. Maybe WS-19 is simply an upgraded WS-13 with new materials and other evolutionary improvements rather than a complete ground up and therefore could take much less time if those evolutionary developments directly came from WS-15 and WS-10 research and development.

Don't underestimate China's young talents. You should refer the launch of Tianhe core module, autodocking cargoships, autodocking of apcaeships that carry crews of CSS, powerful rocket CZ 5B and others. Don't forget the Rover Yutu on the moon. the Zhurong tover on Mars.
