My bad!!! I always thought that the YF-23 tails were too large to be all-moving... I need to do more research before making stupid comments like these lol.
I am gonna guess that they made the vertical stabilizers all moving to compensate for the lack of horizontal stabilizers?
you are right, it does have a rotating V-tail, the previous YF-23 picture is taken from Wright Patterson Air Force musem, i was there personally to check out the YF-23, it was amazing. (I even touched it!)

Its probably my all-time-favorite fighter....
