Actually there is indeed a group of Chinese civil servants and government-employed intellectuals (who I ran into multiples times in China) who are disenchanted with the CCP Party-State system simply because they themselves aren't as competent as their peers, or that they lacked the necessary connections when competing for some key promotions. After being disenchanted, they superficially call themselves Chinese liberals pursuing "American style freedom," and started telling others that they consider Washington the Beacon on the Hill for humanity. In other words, since they lost out within their own system, they started to have illusions of somehow gaining sympathy from competitors (American elites), like a female researcher from PKU telling me ignorant things that all Chinese girls should marry "liberal-minded and freedom-loving white conservative men" rather than "corrupt CCP officials and their supporters," albeit she already has a PhD, and she should not be making such uneducated arguments. Also, this kind of people tend to support the GOP and Trump. I can imagine her being the type people working for the CIA, but this kind of people are usually not very competent and likely lack the necessary mental strength to work for the CIA, so they get busted by the MSS easily. Ask folks like them to steal info related to J20 and other top military hardware? I don't think they might even make it through the PLA's 政审 (Political investigation, which is China's equivalent to U.S. Fed's security clearance process).
