Otter said it’s low level corruption. He cooperated with the investigation and returned the small amount of bribe money. In a rare instance they allowed his contributions (J-20, J-10B/C, JF-17) to cancel out his mistakes. He will not be incarcerated but his honors will be stripped and he will not make major public appearances.

Joint training of J-20, J-16 and J-10C. Interestingly both Red and Blue teams had J-20 this time and the offensive and defensive teams used them in different manners. Blue side used the stealth advantage to send their J-20s far ahead in an attempt to both bait the Red team into attacking a high valued asset or remain hidden and serve as reconnaissance assets to coordinate the J-16/J-10C. On the red team the J-20 was more of an elite assault force and waited for an opening on the blue side before going in for the kill.

Still very damning on China's society where such high level individuals (Liu Zhijun HSR example is a great one) can so easily succumb to something so lowly like money, particularly when these individuals have plenty of money and more flowing in constantly. A man of Yang Wei's stature in China means he has access to every luxury within reason. And yet they still succumb to that extra little bit? A highly intelligent, educated man should never be so easily corrupted. It is unfortunately a bit of a cultural issue. Graft may not be as widespread and acceptable/normalised as in South Asia and other parts of the world where it's more understandable due to their level of development and individual wealth.

Yang Wei lives better than most rich westerners, has more money than most rich westerners. It's inexcusable to graft. If it weren't for those contributions, it would be heavy prison sentences for any other person. It could be political enemy making to be honest. It could even be spying and selling secrets to foreign buyers. We can't know for sure. Hopefully it is just simply graft but that reflects very poorly on the man.
You are projecting western norm on China. Chinese officials be it in PRC or previous dynasties earn a salary that only make them a middle class. Example in Qing dynasty 1st rank (like Prime Minister) officials' yearly base salery was 180两 (1两=50 grams) of silver, 270两 silver bonus and 90石(about 9270 litres) grain. That is like (180+270)*50=22500 grams of silver cash, about 49725 (today) USD per year. Is that rich? This is the rank of person that would be ruling land the size of France if he was in western countries.

Anything the person accumulated beyond these wealth would be regarded as graft in China. But in the west earning this is poor and under paid, accumulating much more than this is regarded as “should be". Basically western countries have a norm that is abnormal in China.

In any case, this sort of 4.5th/5th gen teaming is something that's been known for quite a while, and common sense to do mutual red force/blue force teaming in DACT, and the fact they're willing to reveal it publicly means they've probably been doing it for a while.

They’ve been doing similar things since 2019. I feel that this particular report came at the tail end of the original “Three Musketeers” era of PLAAF. Going forward, the line up for tip of the spear will be J-20A, J-20S, and J-35A, with air superiority drones and CCAs an indispensable part of the mix.

That recent report/article by that Mitchell Institute researcher who was looking at commercial satellite imagery., was kind of amusing at the time.

"Beyond the raw numbers of aircraft, Dahm said the satellite imagery also suggested something about how the PLAAF was running the exercise. Pointing to one image that showed small detachments of J-10, J-16, and J-20 fighters gathered at one airfield, he speculated as to why the Chinese would be mixing and matching different types together.

“I’d say best case scenario, these aircraft might be conducting dissimilar air combat training: fighters fighting different types of fighters,” he suggested. “Worst case scenario, the PLA Air Force has moved on to fighter integration, developing tactics, techniques and procedures to combine the capabilities of fourth- and fifth-generation fighters.”"



Of course for us, we've known about their 5th/4.5th gen teaming for years now, so it was kinda odd that they made it seem like it would be a new idea for the PLA to combine those platforms together.
And now barely a month later CCTV straight up airs a segment confirming it in a very public way... which (as you correctly state) is just a recognition that this type of training/tactics development is old hat and that they're already moving onto better things.

It's not a surprise, but it's odd/funny that despite getting so much right and getting so close to the reality there is still a level of wishcasting/denial that something like 5th/4.5th gen teaming might be something that the PLAAF is only "starting" to experiment with.
