He could be implying J-10D as the next upgraded version of J-10C rather than an EW version.I would say there is no chance of it happening at this stage even if someone was willing to pay for development. CAC has just way too much on its hands right now in terms of projects to waste time on such a side project that has zero prospects of a major order.
Dedicated EW versions of fighters are exceptionally rare even for major air forces domestic fleets, with only America and China having proper domestic designs and only Australia somehow being an operator as well.
America and China needs them to be on the same playing field against each other. But for everyone else, not having a dedicated EW variant is the default position, so it’s hardly a handicap for the J10 to not have it. Given the size and power limitations, the J10D might be very difficult to develop and not be as effective.
If there is a large enough buyer, I could see China upgrading J-10C with latest radar and avionics and call it J-10D.
But that large enough buyer should be buying J-35 instead if they have that much money.
