I think fighter/bomber aircraft are considered to be more important strategically because knowing where they are stationed at and/or how many units there are can definitely be important especially in overall planning for say, an operation, OTOH, helicopters are really only a regional asset and can't really be utilized in say territorial disputes without the help of naval vessels.I don't understand why China on the one hand is eager to publish about new Z-10 units but new J-10 and Flanker units are being kept secret up to the point that photo's of newly inducted J-10B's on the internet are not allow to show their unit numbers.
