There are points where there is cooperation. You see the North Korean Musadan's rocket technology in use in Iran for example.
North Korea exports its missile technology to other countries. But the leading edge rocket development path seems to have diverged between both countries.

I don't see any evidence of cooperation. Both nations are developing missiles independently.

Both have recognised the importance of ballistic missiles in future warfare and have dedicated their best and brightest to their development.

It's quite interesting watching the mini arms race between them (and other countries, like Pakistan) develop in a virtual vacuum. Except instead of being against each other we know who the adversary is.

At this point North Korea appears to be ahead, but its close.
