What in the world is happening here? And it's supposed to be legal somewhere in Hicksville U.S.A.

I would say this kind of stuff is ingrained in hyper individualistic frontier colonial settler societies. Imagine you're a settler in America in the late 1600's to early 1700's who has claimed hundreds of acres of land to farm with no one around you for tens of miles but your wife and daughter. Then your wife dies of consumption one winter. What do you think is gonna happen? A few years later, your daughter mysteriously is now a mother to a child from an unknown father. This kind of sickness has been passed down through the generations and is part of America's essence and is also tied up with elements of white supremacy and nativism. We all know about Epstein, but look up stuff like the St. Louis Veiled Prophet Society. They even let it slip out once in a while to mock the rest of us with things like True Detective Season 1.

Perhaps. But no way should it be seen as normal. Like people eat people during desperate famines. Doesn't mean it's right to makes it into some sort of tradition.
