From the looks of it, they are wearing vests that would hold body armor without the actual kevlar plates themselves.

Tbh, at that time stamp, it’s pretty hard to tell since it’s from the front.
Wow really nice outfits. Are they wearing new vest too that we saw in parade ?

The plates wouldn’t be Kevlar. Kevlar is a fabric. It can be hardened but not enough. The plates would be ceramic metallic composite with layers of Kevlar on the back.
