Uhhh dude, in 4 out of the 5 examples you've given, the smart device can clearly be seen if you look a bit more closely
Obviously not everyone is going to agree with my theory, and that's alright. But as it stands, you've presented very little hard evidence to counter it. In fact, you contradict yourself with a lot of what you have posted.

they've only consistently done so when the device is attached.

is interesting in that the two soldiers in the front row are roughly of the same size, and yet one wears it low and the other wears it high.
What are you trying to prove with that? All it shows is that when the device is absent, most of them wear it properly.
Take them as what you will, but mounting a smart device to the chest area is the least plausible cause of wearing the vests low.
I'm sorry, but barely any of what you've presented so far supports this.
In fact, from the pictures you've posted, I'm even more convinced that my theory is correct.
Until I'm presented with a more convincing counter-argument and evidence, or we get an official explanation from the PLA, that's the theory I'm going to stick with.
