Simple, oversight. Big equipment like vests, helmets, optics, weapons are great PR. You have to get budgets approved with senior officers and politicians who frankly maybe detached and have little knowledge of the military respectively.
Would have made sense if not for the fact they practice all the time, not to mention the multiple wars PLA has been in.
I’m sure *someone* found out that veterans started to have poor hearing (most likely sometime during the Chinese civil war!) and decided to do something about it?!
Even the shooting ranges in China force you to have earplugs, it makes zero sense that the army would let you do anything loud without.

last bit was just a joke. Most likely the cost is from drones/loitering munitions or something? That seems like an easy way to inflate kit prices.
I imagine they’re made based on prior experience to specifically prevent damage from wartime sounds
