Hmmm, could be. Although to my eyes it looked like the Type-15 personal armor system.
The type 15 has a much smaller throat protector, MOLLE and never seen with a groin protector. Also the type 06 as seen in the picture has external plate pocket whereas type 15 plates are inserted from the inside.
This looks like the same type 06 as worn by the initial battalion to South Sudan in 2014.
This is the fully decked out version of the type 06. I wonder if the type 15 also has similar accessories like groin and deltoid protectors able to be attached if the threat is deemed significant enough. Like in the case of the peacekeepers (who rapidly removed the extras after initial deployment and photo ops).
