Indian can "launch" their vessel several time, as evident from INS Vikrant.
"Launched" is a relatively meaningless term, it just means that the vessel is capable of being placed in the water. As I pointed out, some countries will launch ships almost complete, whereas the UK has launched ships much less complete and fitted them out later.
The major milestone is when the ship is commissioned and/or designated as in service. If the Indian Navy had said that Vikrant was commissioned then had to be sent back to dock for major work to get ready for service, that would be something to criticise them on. However, I'm not aware the IN has ever claimed Vikrant was complete or about to be commissioned. How they've structured the fitting out work is up to them.
